the sybase headers file cannot be found while compiling.

Could you verify which files are available in 
/opt/novell/zenworks/share/sybase/include ?

Also how are defined the SYBASE and SYBASE_OCS environment variables?
You should have a cspublic.h file in $SYBASE/$SYBASE_OCS/include
