[python-sybase] Patch: Resurrect Sybase.Bulkcopy

I¹ve just uploaded to sourceforge a patch to resurrect the high-level
Bulkcopy() functionality.  It¹s working for me but I¹ve not thoroughly
debugged all the corner cases (especially thread locking).  Docs have been
updated but I can¹t regenerate the HTML.
